IFTA is a fuel tax reporting agreement for motor carriers operating in multiple jurisdictions. It simplifies reporting by filing one quarterly return through your base state.
Deadhead still consumes fuel and affects fleet MPG, so it belongs in mileage totals used to estimate taxable gallons.
Fleet MPG is total miles divided by total gallons purchased for the quarter. It is then used to estimate taxable gallons per state.
A credit appears when tax-paid gallons in a state exceed estimated taxable gallons for that jurisdiction.
